What Are the Requirements for Obtaining an SPE Certificate?

1. Submitting an Application

There are two ways to apply:

  1. Unilateral Application (Independent application) – submitted by the driver alone.

  2. Joint Application (Employer-supported application) – submitted by both the driver and the employer who plans to hire them.

The application must include:

  • The driver’s full name, address, and contact information;

  • A description of the physical impairment (e.g., missing limb, type of prosthesis used);

  • A detailed explanation of the type of work the driver plans to perform (e.g., freight transportation, passenger transport);

  • A list of states where the driver will operate;

  • A description of the commercial vehicle they intend to drive.

Applications must be submitted to the FMCSA regional service center based on the driver’s state of residence.

2. Undergoing a Medical Examination

To qualify for the SPE certificate, a driver must complete a specialized medical evaluation, which includes:

  • A general medical examination (required for all CDL applicants).

  • Assessment of prosthetic devices (if applicable) to ensure they function properly for vehicle operation.

  • A functional capability evaluation, where a doctor must confirm the driver’s ability to:

    Steer and shift gears;

    Operate brake and accelerator pedals;

This medical assessment can only be performed by a certified orthopedic surgeon or physiatrist (a specialist in physical medicine). Reports from other medical professionals will not be accepted.

3. Completing a Driving Skills Test

The next step is a practical driving test, administered by either an employer or a qualified instructor.

During the test, the driver must demonstrate:

  • The ability to inspect the vehicle before operation;

  • Starting and maneuvering the vehicle in real-world conditions;

  • Using steering, braking, and shifting controls effectively;

  • Performing common driving maneuvers, including turns, lane changes, merging, reversing, and emergency stops;

  • Parking and securing the vehicle properly.

If the driver successfully passes this test, they receive a Road Test Certificate, which is then included in the application package.

4. Providing Driving History Records

The FMCSA requires drivers to submit:

  • A three-year driving history report from all states where they have held a license;

  • A work history summary (if they have previously worked in commercial transportation);

  • A copy of their current CDL or proof of passing a road test.

What Happens After Submitting an Application?

Once all documents are submitted, the FMCSA reviews the application and makes one of the following decisions:

  • Approval – The driver receives an SPE certificate, which is valid for up to 2 years. Renewal is possible 30 days before expiration.

  • Denial – If the FMCSA determines that the driver does not meet safety requirements, the application may be rejected.

If a driver changes employers, they must reapply for a new SPE certificate with updated employment details.
